Project Title: With the rapid increase in space activities today, issues such as space ownership, resource management and orbital arrangements have become critical. However, current applications such as cadastre and geographic information systems (GIS) are quite inadequate to manage the dynamic, multi-dimensional and time-dependent structure of space. This project aims to develop a Space Cadastre Model (SCM) based on 4-Dimensional Geographic Information Systems (4D-GIS) and to ensure effective management of location and ownership information of objects in space. a) Original Value: This project will be one of the first comprehensive modeling attempts to adapt 4D-GIS to space cadastre. While traditional GIS and cadastre systems focus on managing fixed and surface-based objects, objects in space are constantly moving and follow dynamic trajectories. This study presents a new GIS model that will enable the legal and administrative definition of assets moving in space by combining 3-Dimensional location data with temporal variables. The 4D-GIS approach distinguishes itself from traditional cadastral systems by ensuring that objects in space are managed not temporal changes of space objects is of great importance in terms of sustainable management of space resources, regulation of commercial activities and establishment of legal frameworks.
While traditional GIS approaches focus on managing static and specific coordinated entities on earth, objects in space are constantly in motion and dependent on temporal variables. In this project, it is aimed to develop a model that will enable spatial and temporal management of objects in space by combining GIS and space geodesy. The 4D-GIS data model in question will have a dynamic structure that will include the time dimension together with (X, Y, Z) coordinates. The model will be integrated with space geodesy techniques and GIS data structures and will be supported with data for orbital predictions and position verification processes. The 4D-GIS data management infrastructure to be developed will be optimized for various application areas such as satellite navigation, space mining operations and space property management.
This project will carry out a comprehensive research process for the development of a 4D-GIS based pace cadastre model by bringing together different disciplines such as GIS, space geodesy and spatial data analytics. The project will be managed by a team of interdisciplinary experts and the processes will be planned based on scientific accuracy, technical integration and application-oriented approaches. In the project management, GIS infrastructure and space geodesy techniques and big data analytics will be integrated, and data management processes will be optimized. The studies will be carried out by researchers who are experts in the fields of space engineering, geographic data/GIS modeling and satellite geodesy and the project process will consist of three main components: theoretical research, technical development and application verification stages.
The project outputs will be transferred to national and international stakeholder communities through scientific publications and technical reports and will be disseminated by expanding the knowledge on the integration of GIS and space geodesy. The developed model will be evaluated as a system that can be directly applied in space management processes by space mining companies, commercial satellite operators and space agencies. In addition, for the first time, recommendations on GIS-based space property management will be presented to international organizations such as the UN Space Law Committee and the European Space Agency, and national organizations such as the Turkish Space Agency, and this will contribute to the establishment of legal and regulatory frameworks.
