Project Topic: In the construction sector, management of building projects through intelligent digital models created using the Building Information Modeling (BIM) methodology—rather than traditional two-dimensional drawings—has become increasingly widespread. As an important part of this transformation, many countries have begun implementing processes in which permit-related project documents are produced digitally, building documents are issued electronically, and automated compliance checks are carried out. The aim of this project is to define the procedures and principles for the creation, review, and storage of the 2D drawings, BIM models, and other documents that must be submitted digitally to the authorities when applying for a building permit. The main goal is drafting a regulation for project submissions in building permit processes and creating a national digital archive of the building stock by storing all projects that have passed the approval processes in a centralized database.In this context, a current state of the art analysis will first be conducted; delivery processes at the permit stage in Türkiye and around the world will be examined, and regulatory requirements specific to Türkiye will be identified. Subsequently, the format and content requirements for 2D drawings and BIM models will be defined. The requirements of the e-Project Management System —through which digital submissions will be carried out—will be determined from the perspective of software engineering, and a system architecture will be developed for the proposed system. Based on these studies, the developed approach will be presented in the form of a draft regulation, and methods for automated checking of file formats and content will also be discussed. In addition, the national benefits that the system will provide will be quantified, and its alignment with national plans, policies, and strategic documents will be evaluated. Finally, a phased implementation roadmap for the system will be proposed.
